Key Staff and Leadership

Hilton Duncan

Hilton is the co-founder and current director of ICM. He is an ordained minister with experience as a pastor and lay minister. He has a Bachelor’s Degree in Ministry from Andersonville Theological Seminary. His business background includes years of experience in quality control management. He brings a real connection to the people of McCreary County and a heart for service to God and the community. Hilton and Barbara have been married nearly 32 years and live in Stearns, Kentucky.

Barbara Duncan

Barbara is the co-founder and former director of ICM. She has BS Degree in Organizational Management, degrees in business technology and nursing, and a Master’s of Ministry Degree. She has served in the church as Sunday School Teacher and Youth Group Leader. She serves as a consultant to local churches where she advises on administration and not-for-profit organizational issues. She has 30 years of organizational management experience and has been actively involved in all aspects of ICM since its start up in 1999.
